Alternative metrics and their implications for CAPES evaluation (2025–2028)

This study critically analyzes the role of traditional metrics, such as Impact Factor, in light of the advancement of alternative metrics in the scientific evaluation scenario. Based on a scientometric investigation in the OpenAlex database, 100 relevant documents were identified, mostly open access articles, which highlight the tensions and complementarities between these two models. The results reveal that, although CAPES guidelines (2025–2028) maintain the use of quantitative indicators, the literature points to new ways of measuring scientific impact. The research concludes that the excellence of Graduate Programs will depend not only on compliance with statistical percentiles, but also on the ability to construct narratives that express the academic and social relevance of scientific production in a broader and more contemporary way.
